Effective tactical management is fundamental to ensuring that oil spill response operations are coordinated, efficient, and environmentally responsible. Supervisors and On-Scene Commanders play a critical role in translating strategic objectives into operational actions by directing response personnel, managing resources, assessing evolving incident conditions, and coordinating with multiple agencies. Sound tactical leadership enables response organisations to minimise environmental damage, protect sensitive resources, and maintain safe and effective field operations.
The OPRC Level 2 – Tactical Level programme by LMA is designed in accordance with the principles of the International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC 1990) and reflects internationally recognised IMO guidance for oil spill response management. The course strengthens participants' ability to establish incident command, manage operational resources, evaluate response strategies, coordinate environmental protection activities, and support effective tactical decision-making throughout the response lifecycle.
