OPRC 3 - Strategic Level

Major oil spill incidents require strategic leadership capable of coordinating national priorities, managing complex stakeholder relationships, supporting critical decision-making, and ensuring effective transition from emergency response to long-term recovery. Senior managers and decision-makers play a key role in establishing governance structures, approving response strategies, managing external coordination, and addressing the environmental, economic, legal, and reputational consequences of significant pollution events.

The OPRC 3 – Strategic Level programme by LMA is designed in accordance with the principles of the International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC 1990) and reflects internationally recognised IMO guidance for strategic oil spill response management. The course focuses on leadership, governance, contingency planning, international cooperation, liability considerations, and strategic decision-making required to manage large-scale oil spill incidents and support sustainable recovery.
