Net Environmental Benefit Analysis (NEBA) is a structured decision-support process for evaluating oil spill response options by comparing their potential environmental, social, and economic consequences. Rather than identifying a single "best" response technique, NEBA assists decision-makers in selecting response strategies that provide the greatest overall environmental benefit while minimising adverse impacts on sensitive resources and affected communities.
The NEBA (Net Environmental Benefit Analysis) Training programme by LMA provides participants with a comprehensive understanding of NEBA principles, methodology, and practical application during oil spill preparedness and response. The course examines how scientific information, environmental sensitivity, operational effectiveness, and stakeholder considerations are integrated into response planning and incident management. It also explores the relationship between NEBA, Spill Impact Mitigation Assessment (SIMA), and contingency planning practices adopted by the international oil spill response community.
The programme aligns with internationally recognised oil spill preparedness and response principles, including the International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC 1990) and the guidance developed by the International Maritime Organization (IMO) and the International Petroleum Industry Environmental Conservation Association (IPIECA) for response strategy selection and environmental decision-making.
