Cisco and PSA Singapore (PSA) have embarked on a strategic collaboration aimed at advancing the transformation of Tuas Port into an AI-driven, digitally resilient port.
This initiative will involve the development of a proof of concept for an observability and incident management platform powered by AI at Tuas Port, which holds the distinction of being the world’s largest fully automated container terminal.
Particularly, this collaboration aligns with Cisco’s Country Digital Acceleration program, which partners with both public and private sectors to further national digitalisation goals and bolster Singapore’s digital agenda.
Digital resilience has transitioned from a strategic advantage to a vital necessity in various sectors, particularly in modern port operations. Research by Cisco highlights that the average annual cost of downtime for organisations has surged to US$300 million.
Moreover, critical system outages, such as those impacting the Terminal Operating System (TOS)—which oversees cargo movement, storage, and tracking—can severely disrupt port operations and compromise business continuity. In response, a new platform has been developed to mitigate and ultimately prevent these unplanned outages.
The platform, developed by Cisco, consolidates real-time performance data from PSA’s applications, infrastructure, and networking systems into a unified interface. Leveraging AI, it maps the interactions among various services and infrastructure, enabling technical teams to swiftly determine which services are impacted during incidents. This capability aids in diagnosing root causes and provides actionable recommendations for issue resolution in real time.
Besides, cloud-native security integrated into the port's infrastructure is designed to safeguard against contemporary security threats. It effectively prevents unauthorised access and identifies atypical network traffic, ensuring the protection of critical assets.

According to Regional CEO of PSA International, Nelson Quek, digital resilience plays a crucial role in the reliability and efficiency of global supply chains. The organisation is actively exploring new technologies to enhance operational resilience and service excellence. The partnership with Cisco illustrates a mutual dedication to innovating port operations, further solidifying Singapore’s reputation as a global trade hub.
Likewise, President of ASEAN at Cisco, Bee Kheng Tay, emphasised the importance of understanding and managing the growing complexity of critical infrastructure in real time. Cisco aims to equip PSA with AI-driven observability and security solutions, aiming to transform operations in the context of the emerging AI era.
Furthermore, building on the robust digital foundation of Tuas Port, this collaboration enhances PSA's ongoing digital transformation initiative by introducing next-generation solutions. Initially, the platform will be deployed at the Tuas Port Phase 2 Living Lab, which serves as a real-world setting to test, validate, and refine innovative approaches aimed at supporting the port's continual development, as it progresses towards full completion in the 2040s.
Maritime Courses in the UK explore AI-driven operations at ports, integrating logistics, automation, and data science to enhance global supply chains. Key areas include machine learning for resource allocation, computer vision for inspections, predictive analytics for disruptions, and autonomous robotics for terminal tasks. Mastery involves application across scheduling, traffic routing, energy sustainability, and secure port governance.
