Effective first response is essential to minimising the environmental, operational, and economic consequences of marine oil spills. Personnel arriving at the scene must be capable of recognising spill characteristics, implementing immediate safety measures, supporting containment and recovery operations, and communicating effectively within the established response organisation. The OPRC Level 1 programme provides the operational knowledge and practical awareness required for personnel involved in the initial stages of an oil spill response.
The OPRC Level 1 – First Responders (Operational Level) programme by LMA is designed in accordance with the principles of the International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC 1990) and reflects internationally recognised IMO guidance for operational oil spill response. The course develops the competencies required to support safe, organised, and environmentally responsible response operations while introducing participants to the Incident Command System (ICS), contingency planning principles, and internationally accepted response techniques.
